Pass Area AYSO Region 641 - Beaumont, Banning, Cabazon, Calimesa and Cherry Valley

The Spring Development League is a great opportunity for players to continue developing their soccer skills under a more casual environment. It is all about fun, staying fit and developing the skills and knowledge of the participants; coaches, referees and players alike.

COED

Please take note that while the region will attempt to form separate boys and girls teams, this will be solely based on the number of registrants and the possibility to form such separate teams. If there are not enough registrations per each division in order to form an adequate number of separate teams, the region will form smaller teams for short-sided games (I.e. 5v5, 7v7, 9v9) or form Coed teams (mixed teams boys and girls).

PLAYTIME

The Spring Development season at Pass Area AYSO Region 641 is meant to encourage the growth and development of players and teams. Pass Area AYSO Region 641 expands upon one of AYSO's six philosophies, Everyone Plays, during the Spring Development season by requiring that coaches ensure that no single player plays all four quarters of a game until all other players have played a minimum of three quarters. Additionally, players that sit more than one quarter in a game, cannot sit more than one quarter the following game.

This rule is intended to provide each and every player on a Spring Development team as much playtime as possible. This affords every player an opportunity to enjoy and learn the sport of soccer during the spring development season.

Spring 2026 Referee Coverage

⚽ Referee Requirements & Match Procedures

Effective Saturday, March 7

Important: A cleared and certified Center Referee is required for every 10U–15U match. If no Center Referee is available, the game will be played as a scrimmage and recorded as a 0-1 forfeit for the home team.

Match Day Referee Rules

  • All home teams must provide a referee (Center or AR) for their match.
  • If the home team does not provide a referee, the match will be recorded as a 0-1 forfeit and played as a scrimmage.
  • Scrimmages may proceed with club linesmen and a coach managing the game.
  • No Referee Points will be awarded for any scrimmage played without a Center Referee.

Assignr & Referee Coverage

  • Home teams are encouraged to have their referee(s) sign up in Assignr for an AR position during home matches.
  • Please do not sign up as the Center Referee, as we aim to keep the center position neutral whenever possible.
  • If no Center Referee is assigned before kickoff, the home team’s AR must move to Center Referee or the home team will receive a forfeit.
  • If a full referee crew not affiliated with the home team is assigned in Assignr and a referee does not show, the home team must fill the missing spot or face a forfeit.
  • A match may proceed with only a Center Referee and club linesmen, as long as the Center Referee is affiliated with the home team.

Game Card Requirements

  • 10U–15U: All teams must submit a completed game card to the referee before the match.
  • If the match becomes a scrimmage, coaches must complete the game cards (including substitutions) and turn them in at the referee tent.
  • 8U: Coaches must complete game cards and turn them in at the referee tent after the match.

Referee Point Policy

  • To earn a Referee Point, referees must:
    • Be in proper referee uniform
    • Fully and legibly complete the back of both teams’ game cards
  • 8U Referee Points may only be earned by Youth Referees (up to 4 points).

Playoff  Requirement

Any team advancing to the May playoffs will be required to provide referee coverage during playoff matches.
